The Public Services Agency (ASP) informs legal entities, individual entrepreneurs, and non-commercial organizations in the Republic of Moldova that the deadline for updating beneficial owner information has been extended until December 31, 2025. Parliament is expected to adjust the necessary legal framework by the end of the current year.
What is a beneficial owner?
A beneficial owner is a natural person who directly or indirectly owns or controls a company or organization. Reporting the beneficial owner is a key requirement for preventing the use of legal entities for illegal purposes. It is part of Moldova’s efforts to align with European Union financial transparency regulations.
What you need to know:
- Mandatory reporting: Only companies that have changes in the structure of the founders or administrators and have not reported beneficial owners.
- Entities registered after July 1, 2023 have already declared their beneficial owners and do not need to repeat the process.
- Simplified process: Declarations can be submitted electronically to be@asp.gov.md, without needing in-person visits to ASP offices.
Streamlining and extended deadlines:
- Extended deadline: You now have until December 31, 2025, to update the information, and penalties will only be applied starting January 1, 2026.
- Single declaration: Updates will only be required for structural changes (beneficiaries, founders, reorganizations).
- Digital platform: Starting in April 2025, you can report beneficial owners exclusively online without submitting documents via email.
How to report beneficial owners:
Step 1 1: Download the necessary form from the electronic services portal.
Step 2: Complete and sign the documents electronically. Submit them to @asp.gov.md.
Step 3: If you do not have an electronic signature, you can sign the documents by hand and mail them to: 47 Al. Pușkin street, Chișinău.
