Compulsory internal third-party car liability insurance (MTPL) is the insurance for all owners of motor vehicles in the Republic of Moldova. It protects against any damage or body injury caused by a road accident caused by the owner/user of a motor vehicle on the territory of the Republic of Moldova.
Risks covered:
- damage to or destruction of property (including motor vehicles) caused to third parties.
- death or personal injury caused to third parties
Limits of the insurer's liability:
- 100,000 EUR* - on damage to or destruction of property, regardless of the number of people injured in an accident;
- 100,000 EUR* - for each injured person in the event of personal injury or death, but not more than 500,000 euros*, regardless of the number of persons injured in an accident;
- 5,000 EUR* - non-material damage for each person injured in case of disability or death, but not more than 10,000 EUR*, regardless of the number of persons injured in an accident.
*the equivalent in MDL at the official exchange rate of the Moldovan Leu, communicated by the National Bank of Moldova on the date of the accident.

In case of an insured event (traffic accident) where you are the injured party, take the following steps:
- mandatory: notify the Patrol Inspectorate to ensure proper documentation of the causes and circumstances of the accident, as well as its consequences;
- take as many photos and videos as possible at the accident site, including images of the damaged parts resulting from the accident;
- inform the insurance company about the traffic accident as soon as possible – preferably in writing;
- request the insurance company to inspect the damaged vehicle and prepare a damage report, and at the same time, inform you about the necessary documents to be submitted for the proper settlement of the damage claim;
- suppose the insurance company offers a compensation amount below the legal limit and you disagree with it. In that case, you are entitled not to sign the compensation document, noting that you do not agree with the amount. Objections regarding the compensation amount should be communicated to the insurer in writing within 5 calendar days, registering the request with the insurance company.
* The MTPL type is regulated by Law 106/2022 on mandatory car liability insurance for damages caused by vehicles.
What does the MTPL insurance cover?
The insurance company must compensate the damages caused to the injured party by an accident involving a vehicle whose owner and/or user has fulfilled the mandatory MTPL insurance obligation, covering the following damages:
- both during in motion and while the vehicle is stationary;
- due to accidental detachment of trailers, semitrailers, or attachments while the vehicle is in motion;
- caused by devices or installations with which the vehicle was equiped;
- as a result of the spillage, leackage, or accidental falling of substances, materials, or objects being transported.
The following expenses are also covered:
- bodily injury or death;
- material damages;
- vehicle repair costs;
- legal costs borne by the injured party;
- other expenses provided by Law No. 106/2022 on mandatory car liability insurance for damages caused by vehicles.
*FRIENDLY ACCIDENT REPORT
What does a Friendly Accident Report mean?
A friendly accident report is a simplified, voluntary procedure for documenting a car accident by completing and signing the “Friendly Accident Report” form by the drivers involved. Both parties, by mutual agreement, complete the accident report form (following the completion instructions on the back of the form) and notify the at-fault driver’s insurer within 48 hours to open the damage claim and request compensation.
* It is recommended that both parties visit the insurance company of the at-fault driver to report the accident.
IMPORTANT: A Friendly Accident Report can be used to document accidents with minor material damages (up to 15,000 MDL) without bodily injures or fatalities.
If you choose the friendly accident report option, please ensure that the procedure meets all of the following conditions:
- You must physically possess the standardized form provided when purchasing the insurance.
- No victims or bodily injuries result from the accident
- Only TWO vehicles are involved in the accident.
- The accident resulted in minor material damages, less than 15,000 MDL;
- At the time of the accident, both participants musr hold valid MTPL insurance, issued at least 24 hours before the accident occured;
- Both drivers must consent to document the accident using the friendly accident report procedure, and the person responsible must be identified.
- High-quality from all angles of the accident scene must be provided
*The parties involved in the accident have the technical ability to record video/photos of the accident site or to record witness details (if any).
REMINDER: If the conditions above are not met for the friendly accident report, you must contact the Patrol Inspectorate to register the case and prepare the necessary documents!
